This has led to more procedures and training being implemented ion order to prevent this in the future. over 3000 people are flying to iraq which means that actually trying to pinpoint threats can be very difficult. 

i believe that its very difficult in order to be able to identify threat however more procedures should be put into place such as interviews in order to get visas but also all threat levels should be taken into consideration and not forgotten, although its a low threat it is still a threat which means that it can be dangerous for the UK and can have a large impact like this story did with the beheading of other journalists on YouTube. Video hosting websites should also censor videos more to ensure future prevention of videos like this being posted and becoming viral as this can convince other to the same and make it look okay but also in some way it can be considered that this behaviour is being promoted.
